I don't quite remember how non-hotel residents can get in Burj al arab or not. But I do know there's fess involved. Somehow my brother-in-law has a permit that allows him to get in. He's been taking his guests visit the hotel so many times. When the place was just opened, the hotel gave out something like VIP card invitation. There are a lot of restricted area in the hotel. Even so we were managed to visit as much as we could. The top floor where the Skyview Bar is located has great view. It can look further down to Burj Khalifa and The Palm Islands. We were lucky enough that the bar tenders let us in before the next service began. Agassi and Federrer played on the roof top tennis court.
